Chair rail.. How far up to place?

Okay, if I'm going to put up a chair rail on the walls, (dividing two different wallpaper patterns), and the rooms are 9 inches tall, How far up should I place them?? I've tried eyeballing and looking at photos of other's dh's. I even asked down at the paint store. They said 3 feet, if the ceiling is 10 ft.

I don't know how tall chairs are. And if there is a standard height for this.

Anyone know exactly????

It looks like a general "rule of thumb" is that you divide the height of the wall by 3, and install the rail about 1/3 of the way up the wall.
