Each house is unique, but in general after the dry fit I prep the floors and ceilings and then work floor by floor.  Of course, if the dry fit shows me areas I won't be able to fit my hands & tools into once it's glued I go ahead and decorate the walls before fooling with stairs or wainscots, baseboards, etc.

Do the dry fit of the major structural pieces and staircase,  so you can see where you might have a a difficult time decorating if it is assembled.

Every one does their unique order of decoration while following the construction instructions.

I do mostly rehabs, so I am finishing an already built structure.  The few house kits I've done from the beginning I generally painted parts, exteriors, stained floors and did wallpaper prior to assembly whenever I could.  It helped me to keep things neat looking.
